My sources in Russia have given me a name. I'm guessing it goes with one of the WSC seats. Cecilia Wallace.
That leaves us many possibilities, but the most likely is probably Lady Cecilia Wallace of England.
She was the first woman to serve as Chief Scientific Adviser of the Ministry of Defense, and she sits on the Defense Council of the UK.

Might be worth mentioning that HYDRA was armed in a similar manner to UK forces: I recognized the guns when I dropped in for tea.
