Lady Sif and I would like to request approval to take Prince Loki on a brief walk on the grounds, for the benefit of his health and spirit. We will remain vigilant and prepared to keep him in custody. However, we would not object to company for further observation should any of the Avengers wish to join us, or recommendations of precautions.
I hope that sending this missive through this electrical wraith did not appear cursory or impersonal.

As long as you are walking him around back to put a bullet in his head. Otherwise, keep him in the cell. Mass murders don't get benefits to their health or spirit.
